Modernizing Administrative Systems Several of these changes have already been implemented, as the Bissoondyal Singh-led administration continues to progressively advance the full use of technology, including artificial intelligence-supported platforms, to enhance administrative efficiency, communication, planning, reporting, and decision-making. The modernization and transformation process includes the improvement of the Board’s internal control systems, reporting mechanisms, administrative procedures, documentation standards, and operational workflows. These initiatives are designed to create a more structured, accountable, efficient, and responsive organization capable of meeting the growing demands of modern cricket administration. Through these reforms, the Board is seeking to build a stronger administrative foundation that supports transparency, institutional discipline, proper record-keeping, and improved coordination among departments, committees, county boards, sponsors, players, officials, and other stakeholders. New Operational Departments and Leadership Structure As part of its modernization and transformation agenda, the Guyana Cricket Board has implemented important structural adjustments to improve operational effectiveness, strengthen accountability, and create a more coordinated administrative framework. Cricket Operations Department The implementation of a dedicated Cricket Operations Department represents a major advancement in the Board’s technical and administrative structure. This department is intended to provide focused oversight for the planning, coordination, execution, and evaluation of cricket competitions, development programmes, tournaments, fixtures, and related cricket activities. It will also help to ensure better coordination between national programmes, county competitions, youth development initiatives, coaching structures, player preparation, match-day operations, and the overall management of cricket activities across Guyana. Media Management Department The establishment of a Media Management Department is another key component of the Board’s transformation. This department is designed to strengthen the Board’s communication systems, public relations management, official releases, digital content, branding, media coordination, and public engagement. Through this department, the Board will be better positioned to manage its image, improve the timely flow of information, promote its programmes and achievements, and support a more professional and consistent communication strategy across all official platforms. Chief Operations Officer The addition of a Chief Operations Officer provides a stronger layer of administrative leadership and operational oversight within the Board’s structure. The Chief Operations Officer will assist in coordinating day-to-day functions, improving internal communication, supporting departmental efficiency, and ensuring that administrative decisions are properly implemented. This role is important to the Board’s efforts to create a more disciplined, responsive, and performance-driven administrative environment, where departments are better aligned and operational responsibilities are clearly defined. Chief Financial Officer The Board will also add the position of Chief Financial Officer as part of its continuing effort to strengthen the financial sector of the organization. This role will provide enhanced oversight of financial planning, budgeting, reporting, compliance, internal controls, and resource management. The addition of a Chief Financial Officer is intended to further improve financial accountability, strengthen fiscal discipline, support better decision-making, and ensure that the Board’s financial operations are aligned with modern standards of governance, transparency, and institutional responsibility. Improved Accountability and Coordination Together, the Cricket Operations Department, Media Management Department, Chief Operations Officer, and Chief Financial Officer will support a more modern, transparent, financially disciplined, and efficient system of governance, allowing the Board to better serve players, officials, stakeholders, sponsors, county boards, and the wider cricket public. These structural changes are intended to strengthen accountability, improve coordination, enhance administrative and financial oversight, and ensure that the Board’s operations are better aligned with the demands of contemporary cricket management. County Board Alignment and Transition Framework The three County Boards — Essequibo, Demerara, and Berbice — will be strategically guided through a structured alignment process to ensure consistency with the Guyana Cricket Board’s broader modernization and transformation agenda. Following comprehensive consultations with the respective County Boards and relevant stakeholders, appropriate administrative, operational, governance, financial, and developmental adjustments will be considered and implemented where necessary. This transition will be designed to ensure that the county structures are progressively aligned with the Board’s modernized systems, including improved reporting procedures, strengthened internal controls, digitized record-keeping, enhanced communication channels, and more coordinated cricket development planning. This measured approach will allow for a smooth, transparent, and practical transition, while preserving the important role of the County Boards in grassroots administration, competitions, talent identification, and player development. It will also promote greater institutional coherence, accountability, efficiency, and uniformity across the national cricket structure. Technology, Artificial Intelligence, and Youth Development The Board is placing strong emphasis on the use of technology to create a clear pathway for the development of youth cricketers across Guyana. A key component of this vision is the development of a digitized database to support player tracking, performance monitoring, talent identification, and structured cricket development from the grassroots level upward. Through the progressive use of technology and artificial intelligence-supported platforms, the Board aims to modernize its planning, communication, data management, reporting, and cricket development systems. This technological direction is expected to support more informed decision-making, better monitoring of player progress, improved programme evaluation, and a more organized national pathway for young cricketers. Hinterland Cricket Development Programme The Board will also be working closely with the Government of Guyana, through the Ministry of Amerindian Affairs and the Ministry of Culture, Youth and Sport, to progressively align and implement a structured pathway for a Hinterland Cricket Development Programme. This initiative will seek to expand access, identify talent, and create meaningful opportunities for young cricketers in hinterland and riverain communities, ensuring that cricket development reaches every part of Guyana. The Hinterland Cricket Development Programme will form an important part of the Board’s wider national development strategy, as it seeks to ensure that young players from remote and traditionally underserved communities are given greater access to coaching, competition, equipment, exposure, and long-term cricket development opportunities. Indigenous Cricket Progress Since 2021 Since 2021, eighteen Indigenous cricketers from the hinterland regions have represented their respective counties and subsequently went on to represent Guyana, reflecting the steady progress being made in widening cricket opportunities beyond the traditional centers. The Essequibo Cricket Board, under the leadership of its President, Mr. Deleep Singh, has played an inspirational and supportive role in the expansion of cricket activities in these areas, including Pomeroon, Moruca, Warapoka, Sebai, Barima-Waini, the North West District, and other surrounding communities. This achievement represents a significant step in the Board’s inclusive development agenda and demonstrates the importance of sustained investment, proper coordination, and meaningful outreach in communities where cricket talent continues to emerge. Training Hubs and Under-13 Development This progress has been further strengthened by the launching of seven academies and training hubs in Essequibo, together with the implementation of the Under-13 Inter-County Tournament, a development initiative in which Essequibo has demonstrated strong dominance and encouraging depth at the youth level. As the necessary resources become available, Demerara and Berbice are also expected to benefit from eleven such training centres, further expanding structured coaching, player development, and talent identification across the country. These academies and training hubs are intended to create a more organized and consistent development environment for young cricketers, allowing them to receive technical guidance, regular practice, early exposure to competition, and a clearer pathway into county and national youth programmes. Primary School Cricket Programme The Board has also implemented a Primary School Cricket Programme, headed by former West Indies Test cricketer and current ICC Match Official, Mr. Reon King. This programme is currently being exclusively supported by Republic Bank Ltd., and forms part of the Board’s wider commitment to introducing cricket at an early age, strengthening grassroots participation, and creating a structured pathway for young boys and girls to develop their skills, discipline, confidence, and love for the game. The Primary School Cricket Programme is also expected to support broader participation, promote physical activity, encourage teamwork, and help identify promising young talent at the earliest stages of development. Commercial and Marketing Arm The Board further recognizes the importance of building a stronger commercial foundation for the future. In this regard, the establishment of a Commercial and Marketing Arm will be a major feature of the modernization and transformation process, following widespread consultation with relevant stakeholders. This initiative is expected to support stronger partnerships, sponsorship opportunities, branding, revenue generation, and sustainable cricket development. A more structured commercial and marketing platform will allow the Board to better engage corporate partners, improve its brand value, attract investment into cricket programmes, and create greater financial sustainability for national, county, youth, women’s, school, and community cricket initiatives. Commitment to National Cricket Development The Guyana Cricket Board remains committed to innovation, transparency, professionalism, inclusion, and the continued development of cricket across Guyana.
