Heat oil in a large skillet over high heat. Add the ground beef and cook until fully browned, then push the beef to one side of the pan. 2. In a small bowl, whisk together oyster sauce, soy sauce, brown sugar or maple syrup, and water. Set aside. 3. Add oil to the empty side of the skillet. Add the bell pepper and carrots and cook until slightly softened. Add the Thai chilies, white parts of the scallions, and garlic, and cook until fragrant. 4. Pour the sauce into the skillet and stir everything together. Let it simmer until slightly thickened, then reduce heat and add basil leaves. 5. Remove from heat and top with green scallion slices. Serve over white rice. 6. Top with a fried egg, if desired (optional). 7.
